| NEC Relays Concerns to the Ministry of Foreign Affairs Expressed by DR Congo Citizens in Korea Regarding DR Congo Presidential Elections |

After meeting with the Freedom Fighters, a civic group of nationals from the Democratic Republic of Congo (DR Congo), at the NEC main office on August 9, the National Election Commission (NEC) of the Republic of Korea relayed the results of meeting to the Ministry of Foreign Affairs, including concerns about the use of touch-screen voting system equipment produced by a Korean company during the presidential election to be held in the Democratic Republic of Congo (DR Congo) on December 23.
Bwelungu Nombi Henry, the President of the Freedom Fighters, and the other four representatives made the following comments about the upcoming presidential election in the DR Congo:
• A touch-screen voting system (TVS) produced by Korean company Miru Systems is scheduled to be used in presidential election in the DR Congo on December 23 but this TVS is not suitable for the DR Congo due to a number of factors including that the election law in DR Congo prohibits the use of ICT in elections, the high illiteracy rate, a lack of experience using computers and smartphones, poor electric and transport infrastructure and the tropical climate.
• Because the TVS could potentially be used to manipulate election results data, those results cannot be trusted. An election using TVS is fraudulent and in the last Iraqi election using different equipment made by this Korean company has already been disputed.
• There is strong opposition against the use of TVS by opposition parties and the people. There was also a demonstration in front of the Korean Embassy in South Africa where DR Congo citizens protested against the use of TVS.
• The public in DR Congo , who oppose the use of TVS, think that the election system is being provided by Korea, not a Korean company and therefore this could create a negative image of Korea and pose a threat to the safety of Koreans in the DR Congo.
• In order to hold democratic election in the DR Congo, Freedom Fighters request South Korea''s government to call for a halt to the supply of TVS in the DR Congo presidential election.
In response, the Secretary General of the NEC Kim Dai-nyeon said "As Korea has also suffered numerous victims in the process of democratization, I am very sorry that the current political situation in the DR Congo is related to Korean companies. However, unfortunately the NEC is limited as it cannot intervene in a private contract between CENI and a Korean company."
"We hope that the presidential election in the DR Congo will be held democratically in line with the people’s demands, and we will take an active interest in ensuring the safety of Koreans in connection with the presidential election in DR Congo." |
