NEC Publishes Voter Turnout Analysis for the 7th Nationwide Simultaneous Local Elections

According to the National Election Commission''s (NEC) analysis of voter turnout during the 7th nationwide simultaneous local elections held on June 13, the age group with the highest turnout was people in their 70s at 74.5 percent, while the turnout of people in their 30s showed the biggest increase (6.8 percentage points) when compared with the 6th nationwide simultaneous local elections. 

 

Based on the voters list, the survey polled 4,402,274 out of total of 42,907,715 eligible voters (10.3 percent of all voters), and the percentage of the sample that turned out to vote (60.5 percent) showed only a 0.3 percentage points​ difference with the actual turnout (60.2 percent).

 

In addition, early voting and overseas voting turnout surveys were conducted.

 

The results of an analysis of the voting rate by age group, gender and region were as follows.

Turnout by Age Group​ 


 



 

​The age group with the highest turnout was people in their 70s (74.5 percent), followed by those in their 60s (72.5 percent), their 50s (63.3 percent) and their 40s (58.6 percent).

 

Compared to the 6th nationwide simultaneous local elections, those in their 30s showed the largest increase with a turnout of 54.3 percent, an increase of 6.8 percentage points​, followed by people in their 40s, who showed a 5.3 percentage points​ increase (from 53.3 to 58.6 percent), 20s, who showed a 3.6 percentage points​ increase (from 48.4 to 52 percent), 19 year olds, whose turnout increased by 1.9 percentage points​ (from 52.2 to 54.1 percent) and people in their 50s who showed a 0.1 percentage points increase (from 63.2 to 63.3 percent). However, people in their 60s and over 70s showed decreases of 1.9 percentage points​(from 74.4 to 72.5 percent) and 0.7 percentage points​ (from 67.3 to 66.6 percent) respectively. 

 

The turnout for people aged 19 was 54.1 percent, which was 1.9 percentage points​ higher than the previous local elections. Turnout has been gradually increasing among this group since the 4th nationwide simultaneous local elections in 2006.​ 

 


 

According to the number of eligible voters and those that cast their ballot by age group, people below the age of 40 and above the age of 80 had a higher percentage of eligible voters when compared to those that cast their ballots, meanwhile those in their 50s, 60s and 70s had a higher percentage of voters that cast their ballot when compared to the eligible voters, showing that those who are 50 or over more actively participate in voting. 

 

Turnout by Gender

 

Overall turnout among women was 1.3 percentage points​ higher than that of men, with 59.9 percent of men and 61.2 percent of women participating in the vote. 

 

During the 6th nationwide simultaneous local elections the turnout for men and women was equal at 57.2 percent.

 

Turnout by Gender and Age​


 

 

When looking at turnout by gender and age group, the highest rates were recorded by men in their 70s (79.6 percent) and women in their 60s (71.4 percent). From 19 year olds to people in their 50s women had a higher turnout than men, but for the age groups above 60 turnout among men was higher.  

 

The age group with the lowest turnout among men was men between the ages of 25 and 29 years old (45.9 percent), and from that age group up to men in their 70s, turnout steadily increased. Women between the ages of 30 and 34 years old showed a relatively low turnout (56.5 percent), and from that age group up to women in their 60s, turnout steadily increased.

 

The age group with the biggest difference in turnout between men and women was people 80 and older, with a 22.1 percentage points​ difference recorded.

 

Turnout by Gender and Region​ 

 


 

If you look at the voting rate by gender and region, the regions with the highest turnout among men were South Jeolla Province (69.6 percent), South Gyeongsang Province (65.6 percent) and North Jeolla Province (65.2 percent). The regions with the highest turnout among women were South Jeolla Province (70.4 percent), South Gyeongsang Province (68.2 percent) and North Gyeongsang Province (66.8 percent). 

 

When looking at the gap between male and female turnout by region, the biggest difference was 2.9 percentage points​ in Daegu (55.8 percent for men and 58.7 percent for women) while South Gyeongsang province, Busan, Ulsan and North Gyeongsang province showed a gap of in and around 2 percentage points​.

 

Early Voting

 

Early voting turnout during the 7th nationwide simultaneous local elections was 20.1 percent, while the early voting turnout among men (22.2 percent) was 3.8 percentage points​ higher than that of women (18.4 percent). The overall turnout was 8.6 percentage points​ higher than the 11.5 percent that was reached during the 6th nationwide simultaneous local elections (13.8 percent among men and 9.2 among women).

 

By age group, 19 year olds (24.1 percent), people in their 20s (22.2 percent) and 60s (22.4 percent) showed the highest turnout, followed by people in their 50s (21.1 percent), 70s (21.1 percent), 40s (19.0 percent), 30s (17.4 percent) and those who were 80 or over (13.7%).​ 

 

 

 

Compared to the 6th nationwide simultaneous local elections, turnout among voters in their 60s rose from 12.2 percent to 22.4 percent, a 10.2 percentage points​ increase, which was the largest increase among all age groups. The next highest increases were among people in their 50s (up 9.6 percentage points​ from 11.5 percent to 21.1 percent), 40s (up 9 percentage points​ from 10.0 percent to 19 percent), 70 and older (up 8.7 percentage points​ from 10 percent to 18.7 percent), 30s (up 8 percentage points​ from 9.4 percent to 17.4 percent), 19 (up 6.7 percentage points​ from 17.4 percent to 24.1 percent) and finally those in their 20s (up 6.4 percentage points​ from 15.8 percent to 22.2 percent). When looking at early voting by gender and age, the early voting turnout among men aged between the ages of 20 and 24 was the highest, whilst the turnout recorded among women aged 80 and older (11.8 percent) was the lowest.

 

The early voting turnout for women was lower than for men in most age groups.

 

When looking by region, the turnout was highest for both men and women in South Jeolla province (33.0 percent among men and 30.9 percent among women) followed by North Jeolla province (29.7 percent and 26.7 percent).

 

According to the size of the administrative district, the Myeon showed the highest voter turnout at 26.6 percent, followed by the Eup (22.3 percent), small and medium cities (19.6 percent), special metropolitan cities (19.1 percent) and metropolitan cities (18.6 percent). ​ 

 

 

 

Overseas Voting

 

The number of overseas citizens in the 7th nationwide simultaneous local elections registered as voters went down by 13,944 from 71,981 to 58,037 when compared with the 6th nationwide simultaneous local elections. 

 

The turnout for overseas Koreans was 16.9 percent, up 3.7 percentage points​ from the 13.2 percent recorded during the 6th nationwide simultaneous local elections.​

 

 

 

According to the turnout by gender, turnout among men was 18.8 percent and among women was 15.6 percent.

 

In terms of gender and age, for both men and women the age range with the highest turnout was people in their 70s (26.4 percent and 21.7 percent) and for all age ranges above people in their 40s, turnout was higher among men than women. 

 

Turnout among Non-Korean Citizens

 

The number of non-Korean citizens that were eligible to vote in the 7th nationwide simultaneous local elections increased two-fold from 48,428 during the 6th nationwide simultaneous local elections to 106,049. 

 

Turnout among non-Korean citizens was 13.5 percent, down 4.1 percentage points​ from the previous 6th nationwide simultaneous local elections (17.6 percent).

 

When looking at the turnout of non-Korean citizens by gender, turnout among women was 16.4 percent, higher than among men (9.9 percent).​
