NEC to Host the Seminar for the Improvement of Election Laws and Systems


= Officials from Ghana, Nigeria and Timor-Leste to participate from October 25 to November 3 =

 

The National Election Commission (NEC) of the Republic of Korea, together with the Korean International Cooperation Agency (KOICA), will hold the Seminar for the Improvement of Elections Laws and Systems at the KOICA Training Center for 10 days from October 25 to November 3. The goal is to help to develop the election laws of the participant countries Ghana, Nigeria and East Timor.  

The seminar will be divided into three sections with the following topics of debate: 

 

• Session One: General Overview of Election System, Voters List, Candidates, Voting & Counting, Elected Candidates, Re- & By-elections

• Session Two: Election Campaigning, Campaign Restrictions and Prohibitions, Penalties

• Session Three: Election Litigation, Campaign Spending, Election-related Political Funds

 

Experts on elections and law from the NEC will present during the seminar and participate alongside election law experts from Ghana, Nigeria and Timor-Leste, and the NEC expects each session to included high-level presentations and in-depth discussions.

 

The NEC has held the Seminar for the Improvement of Election Laws and Systems since 2010, inviting a total of 66 election experts from 11 different countries, and has received praise for developing relations between participating election management bodies and fostering the growth of democracy.

 

Overview of the Seminar for the Improvement of Election Laws and Systems

 

1. Date: October 25 (Wed) – November 3 (Fri), 2017 (10 days and 9 nights)

 

2. Participant Countries: Ghana, Nigeria, Timor-Leste. (Joint seminar with 3 EMBs)

 

3. Number of Participants: Around 20 officials (6 officials from Ghana, 7 officials each from Nigeria and Timor-Leste, including election law experts)

 

4. Hosts: National Election Commission (NEC) of the Republic of Korea and the Korea International Cooperation Agency (KOICA). Conducted as part of KOICA global training programs in a collaborative project with the NEC

 

5. Location: KOICA training center (825 Daewang-pangyo-Ro, Soojeong-Gu, Seongnam City) and other locations

 

6. Main Program: 

 

- Discussions on measures to develop election law through debates and presentations on election law by participants.

- Detailed review of the election laws of participating countries, and comparison and analysis alongside Korean election law.

- Enhancement of exchange and cooperation through visits to related organizations such as the NEC
