41.3% of turnout in the by-election for National Assembly held in April 24

= Total turnout 33.5%, Heads of local council 57.2%, Members of provincial council 28.6%, Members of municipal council 14.2% =

The National Election Commission (NEC) unveils results of the by-election held in April 24: Ahn Cheol-Soo(Independent), Kim Moo-Seong (Saenuri Party) and Lee Wan-Gu (Saenuri Party) won the seat in Nowon-Gu-C-District in Seoul, Yeongdo-Gu in Busan and Buyeo-gun and Cheongyang-gun in Chungnam province respectively. For heads of the local council, Kim Seong-Gi (Independent) and Lim Chang-Ho (Independent) were separately elected for Gapyeong Governor in Kyeonggi-do and Hamyang Governor in Gyeongnam province.

In case of elections for members of provincial councils held in four regions, three candidates from Saenuri party and one independent candidate won the seats. Also, in three elections for members of municipal councils, independent candidates won the seats.

Meanwhile, the total turnout of this by-election showed 33.5%.  The voting rate of the by-election for the National Assembly recorded 41.3%, 6.4% points higher than that of the average turnout(34.9%) of by-elections for the National Assembly since 2000. When it comes to the turnout by region, Nowon-gu-C-district in Seoul, Yeongdo-gu in Busan and Buyeo-gun/Cheongsang-gun in Chungnam province showed 43.5%, 36.0% and 44.2% respectively.

The re-election for the Hamyang governor in Gyeongnam province recorded the highest rate of 66.2% among the total constituencies of this by-election while the by-election for the governor of Gapyeong in Gyeonggi-do showed 51.1% of voting rate.

The voting rate of the by-election for the provincial councilor was 28.6% and for the municipal councilor was 14.2%.

The NEC said that the reason why the turnout of this by-election is relatively higher than that of previous by-elections is thanks to the adoption of the early voting system that broadened the opportunity of participating in the election for the voters and to the keen interest of the voters in the newly adopted system. Under this circumstance, it expressed its gratefulness to the voters who cast his/her valuable vote in this by-election.

Also, firstly applied ‘Online Live’ airing the voting and ballot counting situation in real time was said to make a significant contribution in helping the public understand the electoral process. The NEC expressed its strong willingness of concentrating all efforts in guaranteeing the right to know of the public and advancing the transparency of the election .
