The National Election Commission announced that it signed a Memorandum of Understanding on January 15 with the Association of World Election Bodies (A-WEB) and the Korea International Cooperation Agency (KOICA) to actively find and establish new aid and development programs in the field of elections in fledgling democracies and maximize the effectiveness of those programs.

The three organizations are planning to promote grant and aid activities in areas such as:
 - Technical assistance through deploying election experts to developing countries and inviting their staff to training courses
 - Consultation on election management strategies
 - Development of good electoral culture

The Signing ceremony was held at the KOICA office located at Seongnam city in Gyunggi province. The participants were Mr. Kim Yong-Hi, the Secretary General of the NEC and A-WEB, and Mr. Kim Young-Mok, the president of KOICA.

Based on the MOU, the NEC is planning to cooperate with A-WEB, the biggest international organization in the election field, and KOICA, the most extensive aid program provider in South Korea to expand its activities to help election management bodies of developing countries reinforce their capability, secure independence and manage elections in a fair and clean manner.

Since 2006, the NEC has invited electoral officials from emerging democracies to training courses 11 times with the cooperation of KOICA and dispatched election experts to Mongolia, Nepal and the Philippines to contribute to the training of election officials and improving the election systems of those countries.
