The NEC Is Fully Ready for Fair Management of Voting and Counting

According to the National Election Commission, preparations for fair and accurate management of voting and counting are making smooth progress. The NEC also stated that 13,470 polling stations and 252 counting places will be set up across the country by April 10, the day before election day.

 

Election commissions are scheduled to send ballot papers, ballot boxes and other voting management devices to Eup/Myeon/Dong election commissions by the morning of April 10. On election day at daybreak, Eup/Myeon/Dong election commissions will safely transport the ballot papers and ballot boxes in covered vehicles to each polling station. The ballot papers and ballot boxes will be wrapped in vinyl in case it rains.

 

The NEC has ordered each Si/Do election commission to reexamine safety measures on electricity, firefighting and communication systems by the day before election day. Si/Do election commissions have also been ordered to arrange measures to keep order in voting/counting places, such as by promptly requesting police assistance when a disturbance occurs.

 

In accordance with the Public Official Election Act, Article 163 and 166, no persons other than voters, voting observers, polling station officers, poll workers, election commission commissioners and staff will be allowed to enter the polling stations. Anyone that makes a noise or disturbance inside the polling stations or within a 100m radius of the polling stations shall be held back by polling station officers or poll workers. If the person refuses to follow instructions, he/she may be ordered to leave the polling stations and shall not have access within a limited radius.

 

Meanwhile, election commissions conducted a comprehensive examination of ballot count management. That included a trial use of ballot paper sorting machines and is also for accurate counts. In the afternoon of election day, prior to ballot counting, election commissions are due to provide training on job responsibilities for all the counting staff.

 

Once voting is over, polling station officers, accompanied by a voting observer and two uniformed police officials, will transport the ballot boxes, remaining ballot papers and voting-related documents to counting places.

 

After the arrival of ballot boxes at counting places, counting observers will check whether or not the ballot boxes are correctly sealed before starting counting.

Election commissions are due to provide 56,000 counting personnel and 1,861 ballot paper sorting machines for counting. They will also recheck the entire number of ballot papers processed through sorting machines with the naked eye.

 

In addition, final results of ballot count to be released by each Gu/Si/Gun election commission will then be reported to the NEC through the administration network. Si/Do election commissions will compare and reconfirm the results to be received via fax to ensure accuracy.

 

Voter turnouts will be released every two hours between 7am and 11am and every hour after 11am through the NEC’s website (www.nec.go.kr). Real-time updates on ballot counting will also be available on the NEC’s website.
