According to the National Election Commission, the number of voters entitled to vote in the 19th National Assembly elections has been finalized as follows:

40,181,623 eligible voters to select district representatives and 40,185,119 to vote for proportional representatives

Comparing this figure 40,181,623 with those in the previous elections for district representatives of the National Assembly, it is 79.0% of the current population 50,848,706 as of March 23. The number has increased by 2,389,084 (6.3%) from 37,796,035 eligible voters in the elections for district representatives of the 18th National Assembly. The number has also increased by 1,333,960 (3.4%) from 38,851,159 entitled to vote in the 5th nationwide local elections most recently held in 2010.

Different numbers of voters take part in the elections for district representatives and proportional representatives for the following reason:

In accordance with the revised Public Official Election Act, as of the base date for compiling the voters list, those with foreign permanent residence must be registered as domestic residents to get voting rights. Unless they have been registered as domestic residents for more than 3 months in the National Assembly constituencies concerned, they will only be entitled to vote in the proportional representation elections. In other words, they are not entitled to vote in the elections for district representatives.

By gender, 19,840,375 males and 20,344,744 females are eligible to vote in the elections for district representatives while 19,838,876 males and 20,342,747 females are entitled to vote in the elections for proportional representatives. More females than males are eligible to vote in both elections.

By regional groups, looking at the figures in the elections for proportional representatives, Gyeonggido has the largest number of eligible voters 9,239,277, followed by Seoul 8,381,000 and Busan 2,905,057. Meanwhile, Jeju has 441,522 eligible voters while Sejong Special Autonomous City has 80,030 voters.
