Date :04/16/2012Read : 408

The National Election Commission announced that the 19th National Assembly elections period would begin from March 29 and that official election campaigns would be allowed from this date until April 10, the day before the election day.

The following persons however are not allowed to engage in election campaigns:

The underage (under the age of 19) or those without voting rights, public officials, journalists, Homeland Reserve Forces officials (company commanders or higher), heads of Tong/Ri/Ban, members of community committees and executives/employees of certain kinds of associations

Candidates and their spouses (one of candidates’ lineal ascendants/descendants registered to replace their spouses), election managers, campaign staff and accountants in charge are permitted to conduct election campaigns, wearing sashes and name tags or using other campaign materials.

Candidates are also allowed to post a placard for promotion in every Eup/Myeon/Dong. Once they produce and submit campaign posters and booklets to the election commissions, the election commissions will post the posters in the designated places and send out the campaign booklets to every household.

In addition, candidates may give a speech or have a talk using vehicles along with loudspeakers attached to the vehicles and portable loudspeakers in public places. Those appointed by candidates or campaign staff may give a speech or have a talk without reporting to the election commissions in the districts concerned.

Speeches and talks in public places are not permitted between 10pm and 7am the following day.

A speech or a talk using audio and video equipment after 9pm is prohibited. Portable loudspeakers, on the other hand, are permitted to be used between 6am and 11pm.

General voters may appeal to the public for support and engage in election campaigns as volunteers.

However voters are not permitted to request or receive money in return for voluntary support. Only campaign staff registered with the election commissions are entitled to allowances and expense reimbursement.

During the election campaign period, no one shall set up or distribute placards, facilities or printed materials from which the public may recognize the names and photos of political parties or candidates and any details from which the names of parties or candidates can be inferred, except in ways that the law permits.

The NEC kindly requested the parties, candidates and voters to obey the election law for the coming elections to be fairly and cleanly held. More details on the election law can be provided via 1390 Call.
