| Results of inspection on Election Expenses and Political Funds |

The National Election Commission(NEC) carried out inspection on candidates’ election expenses in the 5th Nationwide Local Elections (June 2, 2010) and on the details of revenue/expenditure of political parties and supporters’ associations. In total, 2,078 cases were found to contravene the law. It filed charges with the prosecutor’s office in 104 cases, requested further investigation in 21 cases, and issued warnings in 1,953 cases. With regard to the election expenses, the NEC found that the number of irregularities was 1,681, a 28% decline from that of the 4th nationwide local elections. The types of irregularities are as follows: · Revenue/expenditure to/from other than the reported banking account-(366 cases); · Payment to election campaign staff, exceeding the ceiling amount -(286 cases); · False report filing such as reduction, exaggeration, and omission-(213 cases); · Contributions and expenses that are made in violation of real-name transaction provision -(200 cases) · False documentation such as faulty receipt-(170 cases); · Monetary reward to volunteers-(96 cases); · Revenue/expenditure incurred by people other than the appointed treasure-(56 cases); and · Others-(294 cases) In addition, the NEC carried out inspection on the details of revenue/expenditure of political funds of political parties and supporters’ associations, which revealed 397 cases of irregularities. Most of the findings were about false report filing such as reduction, exaggeration and omission, and revenue/expenditure to/from other than the reported banking account. The NEC reaffirmed its commitment to establishing fair and clean elections with its continuous efforts in preventing irregularities in the management of election expenses and political funds. |
