| Prohibitions and Limitations from 90 days prior to the 5th Nationwide Local Elections |

The Public Official Election Act stipulates limitations prior to the Election Day to guarantee the fairness of election. The applicable prohibitions and limitations from March 4, 2010, 90 days prior to the local election, are as follows. ◊ from March 4, 2010 to May 19, 2010 (from 90 days prior to the election to the starting day of election period) - Political parties’ advertisements dealing with publicizing policies, fundraising, gathering opinions on election slogan and policies, etc. are limited to 70 times from March 4, 2010 to May 19, 2010. The political parties should obtain certifications to publicity advertisements from the National Election Commission of Korea(NEC). ◊ from March 4, 2010 to June 2, 2010 (from 90 days prior to the election to the Election Day) - Releasing advertisements on writing, entertainment, play, film, photography, etc. which presents names of candidates or political parties is prohibited. - Candidates shall not appear on advertisements. - Hosting book publication parties related to candidates is prohibited. - The incumbent National Assembly members and local council members are prohibited from disclosing their political activity report. In addition, people who hold positions affecting public interests such as public officials, full-time executives of public enterprises, election commissioners, members of education committees, etc. should resign from the positions to stand for public official elections by 90 days prior to the election. However, incumbent officials are able to run for the public official elections to be re-elected without resignation from their present positions. Similar limitations are applied to people working for election campaign offices, election observations, etc. to guarantee political neutrality. Heads of Tong/Ri/Ban or Homeland Serve Forces who wish to work for election campaign offices or election observations have to resign from their positions by March 4, 2010, 90 days prior to the election. |
