Election Commissions(ECs) have been entrusted with the elections for the heads of various public associations and apartment complex residents, starting with the elections for the heads of Agricultural, Fisheries and Livestock Cooperatives in 2005, as well as management of public official elections.

With an amendment to the Act on the Maintenance and Improvement of Urban Areas and Dwelling Conditions for Residents last year, ECs have been entrusted with the elections for the executives of the Association of Housing Renovation Project. In 2011, there have been four such entrusted elections until February.

In addition, an amendment was made to the Presidential Decree of the Housing Act on July 6, 2010, providing the grounds for ECs to manage the elections for the representatives of apartment residents. The ECs have managed eight elections for the representatives of apartment residents until February, including the election for residents’ representatives of Lotte Castle Apartment, located in Gangdong-gu, Seoul(held on February 10).

The management standards are comparable to those applied to public official elections, as the purpose of entrusted elections is to lay the strong foundation for fair and transparent public official elections.
