| Election Campaigns to Officially Begin from November 27 |

The National Election Commission announced that the official election campaigns for the Presidential election would be allowed for 22 days from November 27 until December18, the day before the election day. During that period, anyone except persons who are banned or restricted from electioneering under the Public Official Election Act or other laws is allowed to engage in election campaigns. Candidates and their spouses (one of candidates’ lineal ascendants/ descendants registered to replace their spouses), election managers, campaign staff and accountants in charge are permitted to conduct election campaigns, wearing sashes and name tags or using other campaign materials containing necessary information. Candidates are allowed to produce campaign posters and literatures (fliers and booklets); their persons concerned in election campaign are allowed to distribute election promise booklets on the streets; and they are allowed to post a placard for promotion in every Eup/Myeon/Dong. In addition, candidates may give a speech or have a talk using vehicles along with loudspeakers attached to the vehicles and portable loudspeakers in public places. Those appointed by candidates or campaign staff may give a speech or have a talk. Speeches and talks in public places are permitted between 7am and 10pm. Portable loudspeakers, on the other hand, are permitted to be used between 6am and 11pm. To use audio and video equipment (recorder) for a speech or talk is allowed until 9pm. General voters who are not campaign workers may appeal to the public for support and engage in election campaigns as volunteers. However, voters are not permitted to receive money in return for voluntary support; and not allowed to conduct campaigns using sashes, name tags, or other campaign materials. During the election campaign period, the Society for a Better Tomorrow (SFBT), Korea Saemaul Undong Center(KSUC), Korea Freedom Federation(KFF) and community committees are not allowed to hold a meeting or gathering. During the election campaign period, no one shall set up facilities or distribute printed materials from which the public may recognize the names and photos of political parties or candidates and any details from which the names of parties or candidates can be inferred, except in ways that political parties and candidates are allowed under the Public Official Election Act. In addition, the minor (under the age of 19) or those without voting rights, public officials, journalists, Homeland Reserve Forces officials (company commanders or higher), heads of Tong/Ri/Ban, members of community committees and executives/employees of certain kinds of associations are not allowed to engage in election campaigns during the election campaign period. The NEC urged the parties, candidates and voters to obey the election law for the free and fair election.
